This Part of this Act shall be construed as one with Part I of the Act of 1948:

Provided that section one hundred and forty-two of that Act shall not apply to regulations and orders under this Part of this Act.

For the purposes of this Part of this Act the product of a rate of one penny in the pound for a county borough shall be ascertained in accordance with rules made by the Minister under this section.
