2Preventing the export of goods of a prescribed description—
(a)to, or for the benefit of—
(i)designated persons (see section 9),
(ii)persons connected with a prescribed country, or
(iii)a prescribed description of persons connected with a prescribed country, or
(b)to, for the benefit of, or for use in, a prescribed country.
