Section 21(2) does not apply to an order under section 5 which provides for—
a
functions of the British Waterways Board falling within section 21(3)(b) to (e) to be transferred to another person;
b
functions of the Environment Agency falling within section 21(3)(b) to (e) to be transferred to a person to whom functions of the British Waterways Board are transferred by virtue of paragraph (a).

Section 21(1) and (2) do not apply to an order under section 5 which provides for the functions of the Dover Harbour Board to be transferred to another person.
Schs. 1-5: any entry ceases to have effect at the end of the period of 5 years beginning with the day on which it came into force by virtue of Public Bodies Act 2011 (c. 24), ss. 12, 38(1)
