The IPSA's administration functions are to be carried out by the chief executive on behalf of the IPSA and in accordance with its general directions.

So far as possible the IPSA's administration functions and its regulation functions must be carried out separately, so that one set of functions does not adversely affect the carrying out of the other.

The IPSA must make such arrangements as it considers necessary to comply with sub-paragraph (2).
