(2)A requirement under subsection (1) must relate to a scale of fees approved by the Treasury by regulations.
(3)Regulations under subsection (2)—
(a)shall be made by statutory instrument, and
(b)shall be subject to annulment in pursuance of a resolution of either House of Parliament.
(4)A requirement under subsection (1) may be enforced by the Bank as a debt.
