14(1)The Commission may authorise—
(a)any member of the Commission,
(b)any member of its staff, or
(c)any of its committees,
to exercise on its behalf such of its functions, in such circumstances, as it may determine.
(2)This paragraph does not apply to the functions listed in paragraph 20(1).
