The Privy Council must by regulations make provision about the number of non-executive and executive members.

The regulations must provide for there to be—
a
at least one but no more than three non-executive members, and
b
at least one but no more than three executive members.
3
The regulations may not provide for the number of executive members to be greater than the number of non-executive members.
