The OLC is not to be regarded—
a
as the servant or agent of the Crown, or
b
as enjoying any status, immunity or privilege of the Crown.

Accordingly—
a
the OLC's property is not to be regarded as property of or held on behalf of the Crown, and
b
the staff appointed under paragraph 13 are not to be regarded as servants or agents of the Crown or as enjoying any status, immunity or privilege of the Crown.
