17(1)A court or tribunal—E+W+S
(a)may have regard to a finding of the report of an inquiry, investigation or assessment, but
(b)shall not treat it as conclusive.
18E+W+SA person to whom a recommendation in the report of an inquiry, investigation or assessment is addressed shall have regard to it.
