Commencement
45.The provisions of the Act, except for section 6 and schedule 1, and sections 16, 22, 23 and 24 will come into force by order. The order would specify different dates of introduction for different elements although it is intended all would be effective by 1 December 2006, except section 9 which would commence on 1 April 2007.
