Background

5.The National Lottery Licensing and Regulation and National Lottery Funding Decision Documents, both published on 3 July 2003, set out the Government’s proposals for reform of the licensing and regulation of the National Lottery and the way Lottery money is distributed to good causes. These were influenced by the response to the consultation papers “Review of Lottery Licensing and Regulation” and “Review of Lottery Funding: A consultation paper on Lottery distribution policy”, published in June and July 2002 respectively. The Government further considered the 2003 Licensing and Regulation Decision Document and published a Review Decision Document on 26 November 2004. Most of the Government’s decisions do not require legislation. This Act deals with those that do.
