The F2PC may do anything that appears to it to be likely to facilitate the carrying out of its functions, or to be conducive or incidental to the carrying out of those functions.

The F2PC may make charges for services or facilities that it provides or makes available at a person's request and otherwise than in performance of a duty to do so.
