16E+W+SThe Secretary of State shall consult the Board before—
(a)giving a transfer direction,
(b)modifying a transfer scheme under section 16(2)(b) or paragraph 14 or 15,
(c)approving a transfer scheme, or
(d)making a transfer scheme.
