(a) the Commission,

(b) any committee of the Commission F1 ...,

(c) any sub-committee of such a committee, and

(d) the Commission’s chief executive,

may delegate functions of theirs or his (to such extent as they or he may determine) to the Commission’s staff (either generally or otherwise).
