8(1)There is to be a chief officer of [F1the Welsh Council] who is to be a member of the staff of [F2the Council] and is to be responsible to [F2the Council] for the general exercise of its functions.E+W

(2)The first chief officer is to be appointed by [F3the Welsh Ministers] on such terms and conditions as [F3the Welsh Ministers] may determine.

(3)Any subsequent chief officer is to be appointed by [F4the Council] .

(4)An appointment under sub-paragraph (3) requires the approval of [F5the Welsh Ministers] .
