The Council may authorise the chairman, the chief officer or any committee established under paragraph 9 to exercise such of their functions as they may determine.

Sub-paragraph (1) has effect without prejudice to any power to authorise an employee of the Council to carry out any of the Council’s activities on behalf of the Council.
