1993 CHAPTER 27

An Act to amend section 11 of the Local Government Act 1966 to permit grants to be made to local authorities making special provisions in exercising their functions, in consequence of the presence within their areas of persons belonging to ethnic minorities; and for connected purposes.

Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1Amendment of section 11 of Local Government Act 1966

(1)For section 11 of the [1966 c. 42.] Local Government Act 1966 there shall be substituted the following—

11Grants for certain expenditure due to ethnic minority population

(1)Subject to the provisions of this section the Secretary of State may pay, to local authorities who in his opinion are required to make special provision in the exercise of any of their functions in consequence of the presence within their areas of persons belonging to ethnic minorities whose language or customs differ from those of the rest of the community, grants of such amounts as he may with the consent of the Treasury determine on account of expenditure of such description (being expenditure in respect of the employment of staff) as he may so determine.

(2)This section shall apply to a joint authority established by Part IV of the Local Government Act 1985 as it applies to a local authority.

(2)Subsection (1) above does not apply in any case where the expenditure was incurred before 1st April 1993.

2Financial provisions

There shall be paid out of moneys provided by Parliament—

(a)any expenses of the Secretary of State incurred in consequence of this Act; and

(b)any increase attributable to this Act in the sums payable out of money so provided under any other enactment.

3Citation, commencement and extent

(1)This Act may be cited as the Local Government (Amendment) Act 1993.

(2)This Act shall come into force at the end of the period of two months beginning with the day on which it is passed.

(3)This Act does not extend to Northern Ireland or to Scotland.
