3(1)The functions of a local planning authority of determining—E+W
(a)applications for planning permission;
[F1(aa)applications for non-material changes to planning permission under section 96A;]
F2 [( b )applications for a certificate under section 191 or 192]
shall, subject to sub-paragraph (2), be exercised by the district planning authority.
(2)The functions of a local planning authority of determining any such application as is mentioned in sub-paragraph (1) which [F3relates] to a county matter shall be exercised by the county planning authority.
