14The amendments of paragraph (a) of section 13(3) of the [1977 c. 5.] Social Security (Miscellaneous Provisions) Act 1977 by the [1977 c. 49.] National Health Service Act 1977 and the [1978 c. 29.] National Health Service (Scotland) Act 1978 shall be deemed never to have been made and that paragraph shall accordingly have effect and be deemed at all times to have had effect as originally enacted.
