When it appears to F1the Education Transfer Council, in the case of any transfer F2under which the transferor is a local authority, that any agreements and instruments required to be made or executed in pursuance of paragraph 2(1) above or in pursuance of a direction under paragraph 3 above have been made or executed, F3the Council shall deliver those agreements and instruments (if any) to the transferee.
