13 Ascertainment of expenditure for purposes of redetermination of needs element.

(1) The validity of anything done, whether before or after the passing of this Act, by the Secretary of State under or for the purposes of paragraph 1 or 3 of Part I of Schedule 1 to the [1966 c. 51.] Local Government (Scotland) Act 1966 in relation to the financial year 1983-84 or any subsequent financial year shall not be called in question in any legal proceedings on the ground that in ascertaining the actual expenditure or the estimated expenditure of a local authority the Secretary of State took into account the transfer of any sum between the authority’s general fund and any special fund or account maintained by them under any enactment.

(2) Except where the context otherwise requires, an expression used in this section and in the Local Government (Scotland) Act 1966 has in this section the same meaning as it has in that Act.

14 Ascertainment of expenditure etc. for purposes of section 5 of Local Government (Scotland) Act 1966.

(1) The validity of anything done after the passing of this Act by the Secretary of State in relation to any rate determined by any local authority shall not be called in question in any legal proceedings on the ground that in ascertaining, for the purposes of section 5 of the Local Government (Scotland) Act 1966, the total estimated expenses mentioned in section 108(2) of the [1973 c. 65.] Local Government (Scotland) Act 1973 the Secretary of State took into account the transfer of any sum between the authority’s general fund and any special fund or account maintained by them under any enactment.

(2) Except where the context otherwise requires, an expression used in this section and in the [1966 c. 51.] Local Government (Scotland) Act 1966 has in this section the same meaning as it has in that Act.
