4. (1) A project licence that would authorise the application of regulated procedures to cats, dogs or equidae must not be granted unless the Secretary of State has verified that Condition 9 is met. U.K.

(2) Condition 9 is that the purpose of the programme of work to be specified in the licence can be achieved—

(a) only by the use of cats, dogs or equidae; or

(b) only by the use of cats, dogs, equidae and other animals which it is not practicable to obtain.]
