Subject to paragraph 2 below, a member shall hold office as a member until the Secretary of State gives him notice that his appointment as a member is terminated.

Without prejudice to the generality of the Secretary of State's power to give notices in pursuance of sub-paragraph (1) above, it shall be his duty to give a member such a notice if the Secretary of State is satisfied that the member is no longer a member of any local authority.
