(1)The Secretary of State may [F1, subject to such conditions as he thinks fit,] make F2. . . payments F2. . . to any body whose activities appear to him to be likely to promote the development or understanding of cultural or scientific matters.
(2)Any payments under this section shall be made out of money provided by Parliament.
