17In section 1(2)(a) of the [1973 c. 16.] Education Act 1973 for the words " proposals approved or order made by him under section 13 or 16 of the Education Act 1944" there shall be substituted the words " order made by him under section 16 of the Education Act 1944 or proposals falling to be implemented under section 12 or 13 of the Education Act 1980 ".
