The powers conferred by this Act on designated district authorities shall be in addition to that conferred on them by [F1section 137(1) of the M1Local Government Act 1972 or] section 83(1) of the M2Local Government (Scotland) Act 1973 (power of local authorities to incur expenditure for certain purposes not authorised by any other enactment); and accordingly those sections shall have effect as if this Act had not been enacted.
