A person authorised by—
(a)the local authority;
(b)the chief officer of police;
(c)[F1[F2where the local authority is in [F3Wales,] Greater London or a metropolitan county, the fire authority or, in any other case,] the building authority; [F4or]
[F1if the local authority are not the fire and rescue authority, the fire and rescue authority;]
[F1(ca)if the local authority are not the building authority, the building authority; or]
(d)the Secretary of State,]
may, on production if so required of his authority, enter a sports ground at any reasonable time, and make such inspection of it and such inquiries relating to it as he considers necessary for the purposes of this Act, and in particular may examine records of attendance at the ground and records relating to the maintenance of safety at the ground, and take copies of such records.
