The provisions of Part I of Schedule 1 to the Act of 1962 (which relate to the constitution and proceedings, and to the members, of the Boards) shall have effect as if each of the new authorities were one of the Boards, F1but in relation to the Scottish Group as if for any reference therein to the Minister there were substituted a reference to the Secretary of State.
