4Special provisions regarding late application for a licence

(1)A river purification board may at any time consider an application for a licence in respect of abstraction of water from a particular source of supply from a person who satisfies them that in all the circumstances he could not reasonably comply with the provisions of subsection (2) of the last foregoing section regarding applications, and the provisions of that section except subsection (2) and paragraph (a) of subsection (4) shall, subject to the next following subsection, apply to such an application and to any licence granted in pursuance thereof.

(2)On making an application under the foregoing subsection or under section 6(2) of this Act and section 3 as applied thereby, the applicant shall publish in a local newspaper, circulating in the area where the licence would have or has effect, a notice stating briefly the nature of his application, and in relation to that application the dates mentioned in subsections (5) and (7) of the last foregoing section shall not apply, but—

(a)representations against the application may not be entertained if made later than 14 days from the date of publication of the notice as aforesaid;

(b)the board shall have 28 days from the said date to arrive at a decision in relation to the application;

and subsections (5) and (7) of the last foregoing section shall have effect accordingly.

(3)A licence granted by virtue of subsection (1) of this section shall, subject to the provisions of this Act, remain in force until the end of the calendar year in respect of which it was granted.
