A hostel which includes a licensed canteen shall be exempt from any byelaws made under section 214 of the Merchant Shipping Act 1894 and from any Order in Council under that section requiring that only persons duly licensed under such byelaws shall keep seamen's lodging houses or let lodgings to seamen.
(1)If any person forges a canteen licence or tenders a canteen licence knowing it to have been forged, he shall be liable to imprisonment for a term not exceeding six months or to a fine not exceeding twenty pounds.
(2)Any excise licence granted in pursuance of a forged canteen licence shall be void.
