And be it enacted, That if the Driver of any Hackney Carriage shall refuse to go with any Person desirous of hiring his Carriage for the legal and proper Fare allowed by this Act, or if such Driver shall refuse to drive such Hackney Carriage with all reasonable and proper Expedition, or if the Proprietor or Driver of any Hackney Carriage shall exact or demand for the Hire thereof more than the proper Sum limited and allowed for the same by this Act, every such Proprietor or Driver so offending shall forfeit Forty Shillings.
