Prohibition of paid canvassers

65. If a person (“P”) is, either before, during or after a PCC election, engaged or employed for payment or promise of payment as a canvasser for the purpose of promoting or procuring a candidate’s election—
(a)P, and
(b)the person engaging or employing P,
is guilty of illegal employment.
