The Al-Qaida (Asset-Freezing) Regulations 2011

The Treasury are designated1 for the purposes of section 2(2) of the European Communities Act 19722 in relation to restrictive measures against persons or bodies listed by an international organisation.

In accordance with paragraph 2(2) of Schedule 2 to the European Communities Act 1972, a draft of this instrument was laid before Parliament and approved by a resolution of each House of Parliament.

These Regulations make provision for a purpose mentioned in section 2(2) of that Act and it appears to the Treasury that it is expedient for any reference to Annex I to Council Regulation(EC) No. 881/2002 of 27 May 20023 imposing certain specific restrictive measures directed against certain persons and entities associated with the Al-Qaida network to be construed as a reference to that Annex as amended from time to time.

The Treasury, in exercise of the powers conferred by section 2(2) of, and paragraph 1A of Schedule 2 to, the European Communities Act 1972, make the following Regulations:
