21.—(1) Sub-paragraph (a)(i) of regulation 20 does not have effect in relation to a contravention which occurred before the coming into force of these Regulations.
(2) Sub-paragraph (c) of regulation 20 does not have effect in relation to proceedings which are commenced before the coming into force of these Regulations.
