11EThe Board shall meet on at least three occasions during a year, and an additional meeting shall be held if at any time eight or more members of the Board make a request in writing to the chairman for the holding of such a meeting.

12EThe Board may establish committees to assist in the discharging of its functions, and the membership of any committee established under this paragraph may include persons who are not members of the Board.
