A person who fails to comply with a specified requirement without reasonable excuse, commits an offence.

In this regulation, “specified requirement” means a requirement set out in a provision of the Commission Regulation, where applicable as read with provisions of these Regulations, specified in column 1 of the table in the schedule (specified requirements), the subject matter of which is described in column 2 of that table.
