21.—(1) A utility may purchase work, works, goods or services from or through a central purchasing body.
(2) Where a utility makes purchases in accordance with paragraph (1), it must be deemed to have complied with these Regulations or, where appropriate, the Public Contracts (Scotland) Regulations 2012(1), to the extent that the central purchasing body has complied with them.
