The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 19721 and sections 21, 27 and 104(2) of the Energy Act 20082 and all other powers enabling them to do so.
In accordance with section 105(3)3 of the Energy Act 2008 a draft of the Regulations has been laid before, and approved by resolution of the Scottish Parliament.
