9. In these Regulations “eligible body” means–
(a)incorporated bodies;
(b)individuals;
(c)partnerships and companies;
(d)public agencies;
(e)consortia, comprising collaborations between groups and individuals listed above where such collaboration is governed by a written legal agreement; and
(f)local action groups.
