7.—(1) The person who holds a BID ballot, renewal ballot, alteration ballot or re ballot (“the ballot holder”) shall be the person the local authority has appointed under section 41 of the Representation of the People Act 1983(1) as the returning officer for elections to that authority, except as provided for in paragraph (2).
(2) The ballot holder may by written notice appoint one or more persons to discharge all or any of his functions under these Regulations.
