The Scottish Ministers, in exercise of the powers conferred by sections 37(4), 38(2) and (3), 42(2) and (7), 43(2), 45(4) and (5), 46 and 58 of the Planning etc. (Scotland) Act 2006(1) and of all other powers enabling them in that behalf hereby make the following Regulations:
