The Scottish Ministers, in exercise of the powers conferred by section 1 of the Education (Graduate Endowment and Student Support) (Scotland) Act 20011 and by sections 73(f) and 73B of the Education (Scotland) Act 19802 and of all other powers enabling them in that behalf, hereby make the following Regulations:
