The Scottish Ministers, in exercise of the powers conferred by section 20 of and Schedule 2 to, the Water Environment and Water Services (Scotland) Act 2003(1), and of all other powers enabling them in that behalf, after consulting the persons specified in section 21(1) of that Act, hereby make the following Regulations:

2003 asp 3; Schedule 2 was amended by section 66 and paragraph 6 of Schedule 2 to the Antisocial Behaviour etc. (Scotland) Act 2004 (asp 8).
