11. Any person who without reasonable excuse–
(a)obstructs the exercise of any power conferred by regulation 5 or 6; or
(b)fails to comply with any requirement of, or any requirement imposed by virtue of, regulation 5, 6, 7 or 8;
is guilty of an offence and liable on summary conviction to a fine not exceeding level 4 on the standard scale.
