The Scottish Ministers, in exercise of the powers conferred by sections 92(b), 95(b)1, 96(4)(b) and 109(2) of the Mental Health (Care and Treatment) (Scotland) Act 20032 and of all other powers enabling them in that behalf, hereby make the following Regulations:
