Where the Scottish Ministers withhold or recover the whole or any part of any grant under regulation 16, the applicant may apply for a review of the decision by the Scottish Ministers.

The review referred to in paragraph (1) must be applied for in accordance with the provisions of the Agricultural Subsidies (Appeals) (Scotland) Regulations 200022.
