Payments by way of grant may be made by the Scottish Ministers at such time, or by such instalments at such intervals or times, as they may determine.

The Scottish Ministers may decline to make payment of grant to any person other than–
a
the applicant;
b
a bank or building society nominated by the applicant; or
c
a person to whom the applicant has assigned the grant.
