10.—(1) The meetings and proceedings of the Commission shall be conducted in accordance with the provisions set out in the Schedule to these Regulations and with Standing Orders made under paragraph (2).
(2) Subject to the provisions set out in the Schedule to these Regulations, to regulation 11 (disability on account of conflict of interest) and to such directions as may be given by the Scottish Ministers, the Commission shall make, and may vary or revoke, Standing Orders for the regulation of the proceedings and business of the Commission and any committee or sub-committee appointed under regulation 8, including provision for the suspension of the Standing Orders or any of them.
(3) The proceedings of the Commission or of any committee or sub-committee shall not be invalidated by any vacancy in its membership or by any defect in the appointment of a member.
