The Scottish Ministers, in exercise of the powers conferred by section 41(3) of the National Health Service (Primary Care) Act 19971 being satisfied, having regard in particular to reviews of pilot schemes which have been conducted under section 7 of that Act, that it would be in the interests of any part of the health service in accordance with section 21(3) of that Act, and of all other powers enabling them in that behalf, hereby make the following Order:
