The Scottish Ministers, in exercise of powers conferred upon them by section 3(1) of the Census Act 1920(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:

1920 c. 41; by virtue of section 9(1) (substituted by S.I. 1996/273, Schedule 2, paragraph 3 and amended by S.I. 1999/1820), section 3(1), in its application to Scotland, confers powers on the Secretary of State. The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
